　　　　（今日の南アフリカにおける言語・文化・政治）

要　約：多文化国家、特にアフリカのようなところでは、言語政策を実行する際には、
常に集団間の力関係が反映されたものになってきた。この点、南アフリカも決して例
外ではない。1994年の民主化以前は、英語とアフリカーンス語が公用語として確固た
る地位を占めていて、それらは知識を得るための手段であった。これは1994年に、英
語とアフリカーンス語以外に9言語を加えた11言語が公用語とされたとき、劇的な変化
が生じた―。しかし、それは本当か。本発表では、今日の南アフリカの社会言語学的
状況を形作ってきた政治・文化上の対抗勢力について概観する。そして現在の状況に
至った社会言語学的要因の分析を簡潔に行い、今後どのような発展が可能であるかに
ついて述べる。そこでは国内における最近の政治上の勢力バランスの変化に焦点を当
てる。

     In multicultural countries, particularly in Africa, the implementation
of language policies has always been a reflection of power relations, and
South Africa is no exception in this regard.  Prior to the advent of democracy
in 1994, English and Afrikaans gained a strong foothold as official languages
and channels of access to knowledge.  This has changed dramatically with the
proclamation of 11 official languages in 1994 ? or has it?  In this
presentation, the opposing forces of politics and culture in shaping the
sociolinguistic landscape of present-day South Africa is sketched.  A concise
analysis of sociolinguistic factors contributing to the current situation and
possible future developments is given, in which recent political changes
regarding the power balance in the country is interpreted.
